Each bag (xiquipilli) represents 8,000 eggs, probably turkey eggs, as chickens--imported from Spain--were not that plentiful yet. This detail shows a total of 16,000 eggs required to be paid as tributes, possibly taken to Mexico City with the constructions materials so that the construction workers could be fed, being so far from home and the produce of their own subsistence agriculture.
